Reliable Python + API

Turn the Phase A scripts into a small maintainable Python package and expose the same request-triage behavior through a tested typed API. Learn package boundaries, imports, type hints, dataclasses, enums, Ruff, mypy, pytest, fixtures, parametrization, regression testing, disciplined AI-assisted debugging, HTTP fundamentals, FastAPI, Pydantic validation, dependency boundaries, controlled API errors, and an explicitly non-durable in-memory store. Finish with a clean checkpoint that can later add integrations, PostgreSQL, Docker, and structured AI without rewriting the core business policy.

Extend the tested Phase B API into a small connected backend. Add explicit outbound HTTP clients, deterministic mock transports, signed webhook verification over raw bytes, typed configuration and secret boundaries, replaceable connector interfaces, and controlled external side effects. Then use Docker Compose, PostgreSQL, SQLAlchemy 2.x transactions, durable persistence, provider interfaces, deterministic fake providers, schema-constrained AI candidates, provider failure handling, and a hybrid policy that keeps application code, not the model, in control.
